RCFUS BARRINGER, COMMANDING Yj Brigade of Cavalry, Army Northera Virginia, is hereby authorixea to take possession of all cavalry, arras, equipments and accoutrement in tbe hands of civilians or other unauthorized persons in the State of North Caroli na, when he is satisfied that such arms, Ac, are legiti mately tbe property of the Confederate State. AU arms, Ac, dropped by oar troeps or the enemy on their line of march, or on battle fields, or left or sold by officers or prU vates to persons not in thi- military service, are the prop erty of the Confederate Statea. No person in the milita ry service has a right to sell nr otherwise dispose of arm Ac , except when under tbe ordsi s and regulations ot the Ordnance Department. Gen. These saddles were captured from the enemy. There can be no private property in them. Pal -tizan Rangers and others have no right to soli tjbem ci crpt to the government, which pays Hxed prices for the captures. This brigade is much in need of good saddles. Many of those we nave are ruining the horses' backs. The men are losing largely and the servioe suffering severely by these saddles being withheld from it, often abstracted by sol diers. I appeal to all patriots to come forward' ana vol untarily give them up to the offioers and men of this bri radein tbeir respective localities, who will receipt for them Those now at home, and especially all on horse de tails, are required to gather up these saddles, also Sharp's nhVs, (kilt's repeaters, and other cavalry arms and equip ments, the property of the Confederate States, and bring tbi-m baok into the service. All reasonable expenses iu tuned in this way will be repaid them. I claim no right at present either to seize or impress these aims and equipments; but I confidently expect ere- j honest man, not in the field, to give them up.
